This one is probably based at Weert-Budel in Holland, also called Kempen. It is often photo'd at Midden Zeeland, but Budel is closer to Germany, where this is registered. So that's my uninformed guess.

The drop shadow on the registration is left gray as it looks in the photo. Generally a drop shadow follows one of the livery colors.
